Track issues within git repositories

Do we really need large web applications to have issue trackers in git repositories?

The git-issue command can track git issues within the repository. Issues can be pushed to remote servers and fetched from other copies of the repository. Users can use git-issue from the command line or any tool compatible with git-issue.

This is just an idea so far! If you think you know how to do it, I'd love to hear about it. Doing distributed issue tracking introduces new problems not present in the current centralized models.

Maybe someone has already done this. If you know of prior work, please share. I'm interested in what makes this hard or why it hasn't been done already.

Don't be too hard on me, I'm just dreaming in public.
